Lyons to Become Aurora CFO
Assistant City Manager/City Chief Financial Officer Martin Lyons has been appointed Chief Financial Officer and City Treasurer in the City of Aurora.  The Aurora City Council confirmed the appointment last night, Nov. 14.

Split Council Votes To Settle Robinson Lawsuit
A divided Evanston City Council voted 6-3 on Nov. 13 to approve a settlement of a lawsuit filed by former Director of Public Works Suzette Robinson in which the City, City Manager Wally Bobkiewicz, Corporation Counsel Grant Farrar, and Human Resources Director Jennifer Lin were initially named as defendants.

Lease of Harley Clarke to Nonprofit Group in the Works
The Harley Clarke debate took a step forward on Nov.13, as City Council voted to direct staff to prepare a 40-year lease for the Evanston Lakehouse and Garden (ELHG) group. Under the lease, the mansion would be used for environmental, arts, and other programming.

Binny's May Occupy Former Site of Whole Foods South
On Nov. 15, Third Ward Alderman Melissa Wynne hosted a community meeting at Lincoln Elementary School’s Multi-Purpose Room to discuss the possibility of a Binny’s Beverage Depot moving to 1111 Chicago Ave.  On the corner of Chicago Ave. and Greenleaf St., the site formerly housed a South Evanston Whole Foods Market; the 20-year property lease ended this past March.

Council Takes Tangible Steps Toward an Affordable Housing Plan
Council voted to take several immediate steps toward implementing an Evanston rental subsidy program, overhauling the Inclusionary Housing Ordinance (IHO) to better reflect facts on the ground, studying possible zoning law tweaks, creating more paths to home ownership, and other proposals.

Council Members Focus on a Few Items in City's Proposed Operating Budget for 2018
City Council held a public hearing on its proposed budget for 2018 on Oct. 28, after which members of Council expressed concerns about some aspects of the budget for the General Fund, the City’s main operating fund. City Manager Wally Bobkiewicz has proposed a number of strategies  to help reduce a projected $6.1 shortfall in the General Fund.

City's Capital Needs Exceed Debt Cap
A self-imposed cap on capital debt – issued in the form of general obligation (GO) bonds repayable primarily through property taxes – will soon push the City past its stated debt limit of $113 million if proposed capital projects are ultimately approved, according to a presentation from City and Library staff at the Oct. 23 City Council meeting.

Evanston and Skokie Fight Over Charges for Water

On Sept. 26, the City of Evanston filed a lawsuit against the Village of Skokie, seeking a court ruling that Evanston may charge Skokie $2.06 per 1,000 gallons of Lake Michigan water that Evanston treats and distributes to Skokie.

Evanston Police Department Announces Significant Weekend Arrests
The first arrests occurred on October 21, at 1:40 a.m., when officers responded to the 1100 block of Madison Street after a 9-1-1 caller reported an armed robbery.
