Although the present City Council has hired a search firm to help find a new City Manager, the actual hiring will be up to the Council to be elected in April. Heidi Voorhees, president of the PAR Group of Lake Bluff, told the RoundTable the “new City Council will interview the candidates.” She said so far the response to the recruitment process has been “very good.”

Interim City Manager Rolanda Russell, however, will not be among the applicants. She was an Assistant City Manager when Julia Carroll resigned last April as City Manager. “I will not be applying for the position of City Manager,” Ms. Russell told the RoundTable. She added her long-term plans vis-à-vis Evanston are as yet unclear, because she has not yet discussed them with her family.

The PAR Group developed a recruitment profile of the City, the challenges and opportunities facing the community and the qualification criteria for the new City Manager. The new manager must “be creative with respect to municipal finances and skilled at seeking and developing alternative revenue sources,” the profile states. Further, the retirement of “numerous senior staff members,” the accompanying loss of institutional knowledge … require[s] the next City Manager to be skilled at team-building and collaborative leadership.”

Among the qualifications listed are a bachelor’s degree in public administration, public policy, business administration or a related field; proven executive-level management experience; and a requirement that the candidate embrace the multicultural and diverse community with respect to management, service and recruitment.The profile also calls for strong financial management abilities, experience working with elected officials and understanding of the council-manager form of city government.

Residency in Evanston “within a reasonable time” will be required. The anticipated salary is in the $180,000 range. The deadline for resumes is March 6.
