On June 24, at approximately 11:20 p.m., an Evanston man, age 32, was shot in the neck in the 1800 block of Leland Avenue, said Commander Joseph Dugan of the Evanston Police Department. The victim was sitting in a parked vehicle, when a gold colored vehicle pulled up next to him and a passenger in the gold vehicle, described as a male/black with braided hair, asked the victim his name and then fired two gunshots at him, said the Commander. The victim was struck one time in the neck. He was treated at Evanston Hospital and has since been released.  

The victim was initially cooperative with investigators and made a positive identification of the offender who shot him, said the Commander. On June 27, the offender, a Skokie resident age 21, was taken into custody and transported to the Evanston Police Department. When detectives made further contact with the victim, he declined to participate in the investigation any further.  

Without the cooperation of the victim, the police department had to release the offender without any charges, said the Commander.
