Lack of Snow Removal by Apartment Building Managers

I took a walk today around the area bounded by Oakton to the south, Dempster to the north, Dodge to the west and Asbury to the east.
Most of the sidewalks and crosswalks were free of snow and ice, but some were not – including some around apartment buildings. I particularly do not understand the latter: Don’t the managements of these buildings hire someone to handle snow removal as well as landscaping, lawn maintenance etc.? Some of these property owners and managers need to be more responsible.
