Evanston Does Not Expect ICE Raids, Reassures Residents

Evanston does not appear to be a main target of the threatened raids by the federal Immigrations and Customs Enforcement (ICE). Officials here say they are standing by the welcoming ordinances approved by City Council and both school districts.

The welcoming ordinances are similar, stating that officials – school, police, City, etc. – will not cooperate with ICE unless a criminal act is involved. That is, Evanston and Evanstonians will not be part of any ICE raids here. 

Commander Ryan Glew of the Evanston Police Department told the RoundTable the police policy on dealing with ICE has a copy of the City’s welcoming ordinance attached to it. He said the ICE had not contacted the Police Department but added his understanding that the targets of the upcoming raids are people who did not self-report to courts about their whereabouts or status. He also said, “The Police Department will not be assisting ICE in this raid.”

Library Director Karen Danczak Lyons told the RoundTable the Library “welcomes everybody. We don’t ask where you were born or what holidays you celebrate. We’re just glad you’re here.” She also said Library staff understand that the Library files are private and that are not open to anyone “without a subpoena.”

Mayor Stephen Hagerty issued a statement reiterating his message of a few weeks ago, when ICE raids were threatened, that Evanston Police will not cooperate in ICE raids.

His message, in English and in Spanish, is reprinted in full below.

The nationwide raids President Donald Trump has called for are said to target the country’s 10 most populated cities. ICE could arrest, detain, and deport thousands of undocumented families.

ICE spokesperson Matthew Bourke said targeted families and persons of the raid could include persons who have a “criminal conviction, pending criminal charge, were an ICE fugitive or illegally reentered the country after previously being removed,” as well as immigrants who have failed to appear in court, according to the New York times.

“Collateral deportations” could also occur – meaning that an undocumented immigrant not targeted in the initial raid but found in the area still has the potential to be deported by ICE.




Statement from Evanston Mayor Stephen H. Hagerty on Planned ICE Enforcement in Chicago Area

With reports of planned Immigration and Custom Enforcement (ICE) activities happening throughout the nation this weekend, I want to reiterate my message from a few weeks ago regarding the situation in Evanston.

The Evanston Police Department will not provide any assistance to ICE in any enforcement actions in Evanston. The Police Department will monitor the situation throughout the weekend.

The Evanston Police Department is unaware of any enforcement action planned here. However, ICE has in the past conducted enforcement activities in Evanston without our knowledge or cooperation. We expect no prior knowledge of any enforcement.

In the meantime, it is important for community members to know their rights, regardless of their immigration status, should they be approached by ICE in public or at home. The ACLU provides a helpful list of Immigrants’ Rights (en Español) for a variety of scenarios. In addition, more information and resources can be found below.

The City of Evanston has had a “Welcoming City” policy since 2008. I am proud of the action taken in 2016 by the Evanston City Council under the leadership of former Mayor Elizabeth Tisdahl to strengthen this original policy into local law. The current City Council made additional amendments to the ordinance in 2017. Learn more about the ordinance and city resources.

Governor Pritzker recently signed a package of legislation enhancing protection for immigrant families in Illinois. Our State’s and City’s values and actions are aligned on this matter.

The City of Evanston welcomes diversity and believes all individuals living in or visiting our city should be treated fairly with respect and dignity. Evanston will not support any efforts contrary to these beliefs.
