As 2019 kicks off, a number of ongoing development proposals are scheduled for or have passed through City commissions and committees.

910-938 Custer Ave.: Developer Kevin Lee of Evanston Custer is asking the Design and Project Review Committee (DAPR) on Jan. 23 for a recommendation to rezone the property MXE Mixed Use Employment District and a special use for a Planned Development in the MXE Mixed Use Employment District.

The development in question would consist of 40 single family attached townhomes in five stand-alone buildings. Allowances are needed since the developer would like 40 units, and current zoning only permits 32, among other requirements.

The structures also would require some four stories where only three are permitted, and developer is asking for smaller setbacks than what are required. Additionally, units would be oriented to the interior and side yards rather than the street.

1727 Oak Ave.: DAPR gave developer Trammel Crow Co. preliminary approval for a building permit on Jan. 16 for its 17-story, 169-unit complex downtown, slated to be an “active adult” complex.

Approval is pending changes to pavement plans, dog park access and exterior of water room updates. Dallas-based Trammel Crow characterized active adult communities as “a step below” independent living communities; residents are not required to make payments towards amenities they may choose to provide for themselves, such as housekeeping or transportation.

Rents within active adult communities average about 25% more than comparable market rates for equivalent units and about 35% less than units in independent living facilities. This particular project, introduced in late 2017 and approved in spring 2018, stirred controversy when local residents voiced concern about traffic safety and parking around the site.

524 Main St.: The Zoning Board of Appeals (ZBA) recommended approval for a special use permit for a ground floor medical office by North Shore Hospital System at this address on Jan. 15.

Jeremy Hall is the lessee and applicant, and had requested an increase of zero parking spaces when an increase of seven had been required for a medical office.

The recommendation next goes to City Council, pending conditions for hours of operation, signage, employee parking, patient parking, access to patient parking in garage, and no commercial advertising on window coverings.

1905 Church St.: ZBA recommended on Jan. 15 that lessee Jacqueline Hoffman is approved for a special use permit for a Type 2 restaurant, Spice, at that address. The recommendation is pending approval with conditions for employee parking, hours of operation, sustainability and bike parking.

1030 Davis St.: ZBA recommended on Jan. 15 that owner Marty Cless is approved for a special use permit for a Type 2 restaurant, Philz Coffee, at that address. The recommendation is pending approval with conditions for employee parking, hours of operation, and sustainability.

2510 Green Bay Rd: A request for a special use permit for a banquet hall at this location has been moved to the Feb. 19 ZBA meeting. Lessee Michael Meiners is the applicant.
