On May 22, the Evanston City Council approved Ordinance 1-O-23, which amended the city’s retail bag policies. The ordinance banned all plastic bag use and implemented a new 10-cent tax on all nonreusable bags used in large stores (exceeding 10,000 square feet). It went into effect for large stores like Target or Whole Foods on Aug. 1.
